That might be the reason and purpose for the requirement for filing and processing applications electronically.

If the applications have passed the pre-screening tests, then the candidates are issued final notifications by being assigned confirmations that their applications have passed must for participation in the diversity lottery. The hands-off process eliminates manipulation, biases, and prejudices in selections. There is no winning strategy for entry in the DVD lottery. Selection is based on the luck of the draw. The lottery is a "wait and see" process.

The DV lottery selection is a "random selection" among "qualified candidates."

Once selected and your number is "current," you get a notification of "potential visa availability," and at that stage you have to fill out different paperwork and finally have an interview with a US embassy or consular officer.

You will never be 100% sure of getting a visa until you actually have it stamped on your passport. It is a complex but rewarding process.

The winners of the Diversity Visa lottery are chosen at random by a computer program, with a certain number of visas allocated to each region of the world and no one country receiving more than 7% of the Diversity Visas available in any given year.

Registration for the green card lottery program for fiscal year 2024 (DV-2024) begins Wednesday, October 5, 2022 at 12pm EDT and runs until Tuesday, November 8, 2022.

The green card lottery program, officially known as the Diversity Visa program, is run by the US State Department and makes on a lottery basis up to 55,000 green cards available to nationalities of countries with history low rates of immigration to the United States.

Countries that have more than 50,000 of their citizens immigrate to the US over the previous five years are excluded from participating in the program. For DV-2024, that list includes Bangladesh, Brazil, Canada, China (including Hong Kong SAR), Colombia, Dominican Republic, El Salvador, Haiti, Honduras, India, Jamaica, Mexico, Nigeria, Pakistan, Philippines, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, Venezuela, and Vietnam.

To participate in the lottery, the entrant must be from an eligible country (not from any of the above countries in the above list). The entrant must also have either at least a high school education or two years work experience in an occupation that requires at least two years of training or experience to perform.

Registration for entry into the lottery is done exclusively online by submitting Form DS-5501 on the DV program website and is free of charge.

Registration starts on Wednesday, October 5, 2022 at 12pm EDT and ends on Tuesday, November 8, 2022 at 12pm EST.

Applicants who submit an entry will receive a confirmation number in their email. Only one entry per individual is permitted. Those who submit multiple entries will be disqualified.

Results will be available online in May 8, 2023. Winners will then be required to submit entries for US permanent residency, undergo background checks and interviews before they can immigrate to the US as permanent resident.

The State Department reminds entrants that registration for the lottery is completely free of charge. The Department does not charge any fee, and that any website, individual or company claiming the Department charges a fee is trying to defraud entrants. Additionally, the only legitimate way to register for the lottery is on the DV lottery website: https://dvprogram.state.gov.

I recognised the impermanence of life- Tom Turcich.

Tom Turcich my good friend from New Jersey in the United States, took the first steps out of his home instarting what would become a mammoth seven-year walk around the globe.

It was 2015 and all Turcich had was a good pair of walking shoes and a few essential items.

At the time, he didn't know that he would become the 10th person to cross the globe by foot. He also couldn't have foreseen that he would be accompanied by a “tough and steady" mutt, Savannah, who will become the first canine to do so.

“It was very undramatic, I just walked out of my front door and the first day I was in Philadelphia," Turcich says.

“I was not far from home at all, I was 20 miles (30 kilometres) away.

“For months I was on the Eastern Seaboard, but because it was finally happening … I was on fire.

Turcich has since walked through 37 countries in six continents and has covered roughly 45,000 kilometres. But it was early on that he decided he needed company.

“After walking and camping in strange places, you automatically wake up during the night when you hear a twig snap," he says.

“I kept thinking it would be really nice to have a dog with me … to alert me if someone was coming.

Four months into his walk, Turcich went to an animal shelter in Austin, Texas.

“I was just about to leave and then they brought out two little puppies who had been found by the side of the highway.”

Turcich has since walked through 37 countries in six continents and has covered roughly 45,000 kilometres. But it was early on that he decided he needed company.

“After walking and camping in strange places, you automatically wake up during the night when you hear a twig snap," he says.

“I kept thinking it would be really nice to have a dog with me … to alert me if someone was coming.

Four months into his walk, Turcich went to an animal shelter in Austin, Texas.

“I was just about to leave and then they brought out two little puppies who had been found by the side of the highway.”

The walk was a goal Turcich had set for himself as a teenager, after he suddenly lost a close friend in a jet ski accident at the age of 16.

“When she passed away, it was really formative for me,” he says.

“I recognised the impermanence of life and when I thought about what I wanted to do with my brief time here, I wanted adventure, I wanted to travel and to understand the world.”

He was inspired by other adventurers, including Karl Bushby, a British ex-paratrooper and American world trekker, Steve Newman. 

While Newman is listed as the first person to walk solo around the world, Bushby began his attempt to become the first person to walk an unbroken path around the world in 1998. 

Having paused his walk in 2019 due to visa issues with Iran and the COVID-19 pandemic, Bushby was recently planning to restart when Russia's invasion of Ukraine threw off his plans. He is currently 42,000 kilometres into the 58,000 kilometre walk.

Bushby's original motivation to begin walking was to overcome adversity, including coping with the horrors he had seen on the battlefield and his marriage collapse in 1995. 

The idea of walking as meditation and as a challenge-based endeavour is relatable for Turcich. 

"Walking gave me some solace," he says. "When I was faced with death, I was okay with it, because of the actions I took. "I've tried to live a full life."  Little did Turcich know that he would see and experience some of the best the world had to offer. “When I was walking the Pan-American highway from Peru into Chile, these truckers would go by, and people would stop and give me water or Gatorade or fruit. “I’ve had so many shopkeepers give me food and I’ve been taken in a bunch ... there’s been a lot of goodness.”

He also says he had some realisations while crossing borders between countries."There were a couple lessons, the first was how much of life is decided by fortune or luck," Turcich says."Just for myself, I would not be able to do this walk if I wasn't born in Canada or Germany or Japan or the US, somewhere with a strong passport.

"The other lesson was how important a good system of governance is to give people the best chance of a good life, and I would see this border to border." While walking every day may sound like a dog’s dream, Turcich says the road wasn’t always easy, recalling a point when he reached his limits. “When I was crossing the Andes between Chile and Argentina … I started pushing my cart through the sand and my legs just gave out on me and I fell into the sand,” Turcich says.

“I was laying there totally exhausted, looking out at this sandy mountain … and I turned over and Savannah came and sat beside me. “I was two years of walking away from my home … and I had pushed my body to the limit and found the end of my physicality, but I was there with Savannah, who I never thought I’d have.” The pair also endured extreme heat in Central America and torrential rain during the Argentinian summer.

Turcich was held at knifepoint in Panama City, almost succumbed to a bacterial infection acquired in South America and stared down the barrel of a shotgun high in the mountains of Turkey. “I was crossing over this mountain just north of the Syrian border and these two guys jumped off a moped and pointed a shotgun at me,” he says.

“It turned out they were plain clothes military looking for terrorists – it took about three or four hours to work out.”

When the COVID-19 pandemic hit, Turcich and Savannah were stuck in Azerbaijan for 6 months. "There was literally no way out for us, everything was closed, there were no flights in or out," he says. "Ultimately it threw off our plans, but we went back to Turkey and walked more of Turkey as it was one of the few bigger countries that was open." While Turcich describes Savannah as “extremely tough", she would also encounter some strife of her own. “We were in the Atacama Desert in Chile, the driest desert in the world, and Savannah sneezes and blood starts coming out of her nose like water,” Turcich says. “I used my med kit as much as I could before carrying her into the street.

“We were both covered in blood but amazingly I was able to wave down a jeep of young Chileans who were able to take us into town.”

After a harrowing night during which Savannah continued to lose blood, Turcich says he was lucky that a vet in a nearby village saved her life after realising Savannah had been bitten by a tick in Peru.

Turcich is now on his home stretch.

This Saturday, he will cross the Ben Franklin Bridge from Philadelphia with Savannah by his side and walk home to New Jersey, where he will be greeted by a welcoming party. “The first two years of the walk were such a challenge and I was on fire with excitement and joy to be out there and it really got me through,” he says. “Since then after walking Europe, North Africa, bits of Asia and walking America, it’s really strange because I’ve been doing this for so long that I am relaxed, almost too relaxed.'' When he gets home, Turcich doesn’t plan to put his feet up but instead will start writing a book about his adventure.

He credits Savannah for keeping him going.

“Her tail is always up and she will do 50 kilometres a day if needed, without complaint. So, I try and do that myself," he says. "I have a lot of respect for her. "She’s seven, the same age as the walk, so it’s probably a good time to retire."

Bhutan is one of only a few countries which has been independent throughout her history, never conquered, occupied, or governed by an outside power (notwithstanding occasional nominal tributary status). 

The consolidation of Bhutan occurred in 1616 when Ngawanag Namgyal, from western Tibet known as the Zhabdrung Rinpoche, defeated three Tibetan invasions, subjugated rival religious schools, codified the Tsa Yig, an intricate and comprehensive system of law, and established himself as ruler over a system of ecclesiastical and civil administrators. 

After his death, infighting and civil war eroded the power of the Zhabdrung for the next 200 years. In 1885 Ugyen Wangchuck was able to consolidate power, and began cultivating closer ties with the British in the subcontinent.

In 1907, Ugyen Wangchuck was elected as the hereditary ruler of Bhutan, crowned on December 17, 1907, and installed as the head of state, the Druk Gyalpo (Dragon King). 

In 1910, King Ugyen and the British signed the Treaty of Punakha which provided that British India would not interfere in the internal affairs of Bhutan if the country accepted external advice in its external relations. 

When Ugyen Wangchuck died in 1926, his son Jigme Wangchuck became the ruler, and when India gained independence in 1947, the new Indian Government recognized Bhutan as an independent country. 

In 1949, India and Bhutan signed the Treaty of Peace and Friendship, which provided that India would not interfere in Bhutan's internal affairs, but would guide its foreign policy. 

Succeeded in 1952 by his son Jigme Dorji Wangchuck, Bhutan began to slowly emerge from its isolation and began a program of planned development. The National Assembly of Bhutan, the Royal Bhutanese Army, and the Royal Court of Justice were established, along with a new code of law.

Bhutan became a member of the United Nations in 1971.

In 1972, Jigme Singye Wangchuck ascended the throne at age 16. He emphasized modern education, decentralization of governance, the development of hydroelectricity and tourism and improvements in rural developments. He was perhaps best known internationally for his overarching development philosophy of "gross national happiness." 

It recognizes that there are many dimensions to development and that economic goals alone are not sufficient. Satisfied with Bhutan's transitioning democratization process, he abdicated in December 2006 rather than wait until the promulgation of the new constitution in 2008. 

His son, Jigme Khesar Namgyel Wangchuck, became King upon his abdication.

Jigme Khesar Namgyel Wangchuck (born 21 February 1980) is Druk Gyalpo of The Kingdom of Bhutan. After his father Jigme Singye Wangchuck abdicated the throne in his favor  he became the monarch on 9 December 2006. A public coronation ceremony was held on 1 November 2008, a year that marked 100 years of monarchy in Bhutan.

 

Our hearts race with emotions, and tears well in our eyes. Every beat roars that we are the proud people of Bhutan, the land of thunder dragon. In an instant, there is burning love and respect for all our Monarchs and generations of Bhutanese who built this nation.

Along with the people of Bhutan, I will offer my sincere prayers of gratitude and rejoice in being a Bhutanese as we celebrate the 114th National Day tomorrow. Observing the important day as we continue to live in the turmoil of the pandemic elevates its significance even more. 

We have always been blessed with selfless Kings who sacrificed to steer our nation on the path of progress. And needless to mention, if not for the leadership of His Majesty The King, Bhutan’s recent pandemic story would be very different. 

We have received so much, and we have “thanked” enough. 

His Majesty is not just guiding us out of the pandemic. The Royal aspiration is to propel us out of the adversity to a new standard of growth and progress. 

We look towards our King to show us the way, just as we do each time we falter. As always, the National Day is one occasion we seek to receive wisdom and direction for the road we will take hereafter. 

Every word and every pause that emanates from His Majesty’s heart is for the people and nation, today and always. Therefore, we will listen to the Royal Address with all sincerity and act in earnest. Our pasts have done their part. We are the present and it is our responsibility to carry forward the legacies.
